The role of the intellectual elite of Bouira in the cultural renaissance |
|
Introduction. The region of Bouira is rich of notables who played a significant role in serving the society in the scientific and cultural domains. Therefore; it is the duty of the intellectuals of today to play their role in: - Investing the heritage of the previous notables and enriching culture in the region. - Bearing the different worries of the society. - Dealing sensibly with the new matters. Sheikh Al Ibrahimi shows the role of the intellectuals, he said: «And the intellectuals in the living nations are its best people, its commanders and the guardians of its honor and glory. The nation must show them the duty of consideration and esteem; in return they must play their leading and thinking up role within it. From the dawn of the history, the majority of nations are still dependent on their knowledgeable and wise people, the people of opinion and sagacity. Indeed, the nation needs them in peacetime and wartime». In order to play his effective and positive role within the society, the intellectual must have positive and influential presence in the following domains.
I- Culture Culture is composed of belief, knowledge, morals, arts and customs of a particular society. The intellectual must collaborate in consolidating the constituents of culture through his participation in searching for cultural institutions, associations, research centers, and by contributing in enriching conscious cultural production and animating scientific and cultural forums.
II- Heritage The pioneer notables of Bouira left a rich heritage that shall be hunted up by its intellectuals. The latter shall also acquaint people with this heritage and utilize it because it the treasure that is needed for the welfare and the development of the society.
III- The crisis The intellectual is expected to solve the crisis in a way that preserves the solidity of the society by observing the problems, analyzing them (its causes) and finding a remedy for them.
IV- The youth The youth are the core of the society. For this reason, the intellectual has to guide and supervise the talented youth, who have an important role to play in the building of the society and achieving its objectives, by bringing out their talents and fortifying the society against corruption.
V- The intellectual and the public opinion Making public opinion needs the collaboration of the intellectuals' efforts in: - Inculcating moral values and fighting defeatism in the society. - Providing all the necessary means (requirements) for the survival and the progress of the society. - Changing the society by changing people's preoccupations, convictions, and behaviors, taking into account the political, economical, and psychological circumstances.
VI- The development Development cannot be deprived of its cultural dimension. Therefore, what is expected from the intellectuals of today is to strive for finding the cultural factors to achieve the general development. In this respect, many International Congresses assert the existing relationship between culture and development, among them: 1- The Universal Governmental Congress for Cultural Policies held in Indonesia, December, 1973. It asserted the necessity to consolidate the cultural development as being one of its dimensions. 2- The International Congress for Cultural Policies held in Mexico in August 1982. It issued many resolutions: a- Including the cultural dimension in the plans of social and economical development. b- Using the cultural and the spiritual heritage as a significant element for development when setting up projects and making programs. c- Stressing upon the cultural and the spiritual dimension as being an essential element in creating a social and economical equilibrium.
